Pimentel To Alvarez: The House Is Not Superior To The Senate

Senate President Aquilino Pimentel reminded House Speaker Pantaleon Alvarez that the House of Representatives is not superior to the Senate when it comes to deliberating and approving pieces of legislation.

 

Pimentel, in a radio interview today, said that while he respects his counterpart’s opinion, Alvarez should be reminded of the “inter-Chamber courtesy” in the Congress.

 

“Hindi naman nakakataas ang House sa Senado, ganun din sa Mababang Kapulungan na hindi rin nakakataas ang Senado sa kanila (The House is not superior to the Senate, and the same goes to the Senate),” he said.

 

Pimentel, on the other hand, noted that the Senate is not required to pass measures that were approved in the Lower Chamber.

 

“The Constitution says that a measure becomes a law if it is passed by both Chambers, but that does not mean that just because the House approved it, we have to pass it, too. That’s not how it works,” he said in Filipino.

 

Alvarez had repeatedly criticized the Upper Chamber as “Mabagal na Kapulungan (Slow Chamber)” supposedly for its snail-paced actions on priority bills.

 

Pimentel later responded and said that he’d rather call the Senate a “critical chamber.”

 

Despite Alavrez’ criticisms, Pimentel today maintained that there was no bad blood between them. He added that he will not attack him personally, calling the House Speaker his “friend.”

 

He stressed however that he will continue to defend the Senate and “respond to criticisms” when warranted.

 

The two Congress leaders are allies under the ruling party PDP-Laban.
